长期以来,设备技术改造一直是我厂设备综合管理工作的一项重点。我们在技术改造中,以“科技进步为主导,质量为主线,管理为活力”,坚持“一学、二用、三改、四创新”原则,依靠技术进步,走内涵式扩大再生产道路,使企业技术装备素质不断提高。“七五”期间,共投资9832万元,累计新增改造各类设备128.7台,增强了工厂发展后劲。 1.加强引进的前期管理工作 近年来,随着引进项目的增多,前期管理的重要性日益突出。在抓这项工作中,我们采用的方法是“一个目标,两个工程,四位一体,立体交叉”。“一个目标”是要事先制定并努力实现技术改造项目全优工程的目标;“两个工程”是运用价值工程和系统工程的原理及方法对技术改造、技术进步项目决策并组织实施;“四
