中国自20世纪70年代末以来的对外开放是全面的,除了在政府间关系和经济领域的对外开放之外,在社会领域里也经历了一个逐步开放的过程。中国应如何对待外国非政府组织的问题,就是在社会领域对外开放的过程中出现的,也是当前迫切需要回答的。在中国国内,对这一问题有很多不同的、有些甚至是非常对立的态度和回答。对外国非政府组织在华活动持有正确的态度,采取适当的战略、政策与策略,是使中国能够在经济、社会和政治领域里健康发展、以及进一步推进改革与开放所必需的。
Since the late 1970s, China’s opening up to the outside world has been comprehensive. Apart from opening to the outside world in intergovernmental and economic fields, China has undergone a gradual and orderly opening up process in the social field. The question of how China should treat foreign non-governmental organizations is what emerges from the process of opening up to the outside world in the social field and is urgently needed to be answered at this time. In China, there are many different and some even very contradictory attitudes and responses to this question. Having a correct attitude towards foreign NGO activities in China and adopting appropriate strategies, policies and tactics is necessary to enable China to develop healthily in the economic, social and political fields and to further promote reform and opening up.
