基层工会主席兼职在各企业事业单位十分普遍,其初衷除精简机构外,另一方面就是力求通过兼职的形式求得党组织的关心,行政领导的支持。作者对此提出质疑,在从三个方面分析了工会主席无论由党政谁来兼任都会弊大于利后,又从体现工会组织的独立性特点;增强党对工会的领导的自觉性;实现工会组织群众化、民主化、法制化等六个方面对工会主席专职化的优势提供了事实论据,进行了理论论证。
The first part-time job of the grass-roots labor union is very common among enterprises and institutions. The original purpose of the grass-roots labor union is to streamline the organization. On the other hand, it tries to get the party organization’s concern and the support of the executive leadership through part-time work. The author raised the question in three aspects. From three aspects, it analyzes that the union chairman will do more harm than good if it is done by the party and the government, but also embodies the independence characteristic of the trade union organization, strengthens the Party’s consciousness of leading the union, Organization of democratization, democratization, legalization and other six aspects of the advantages of the union president of full-time provides a factual argument, a theoretical demonstration.
