目的了解湖南省省、市、县级结核病防治机构人力资源现状。方法运用自制的人力资源调查表,对全省各级结防人力资源情况进行调查。结果湖南省市级和县级结防人员数分别为(4.6±1.3)人、(5.6±1.5)人,从工作年限来看,在结防岗位工作2年及以下占21.7%。高学历、高学位和高职称人员比例低,本科以上学历占13.4%,学士以上学历占7.8%,拥有高级职称的占3.4%。拥有公卫或临床执业医师执照的占66.7%。从各项工作岗位来看,人均岗位为1.5个,门诊医生、项目管理、实验室、放射或影像岗位参与的人多。主要岗位中,人均培训大于3次的有规划管理、项目管理和监测培训。结论湖南省各级结核病防治机构人力资源数量不足、质量不高,需加大结防工作的财力投入、稳定和壮大结防人员队伍、增加培训以提高结防人员素质。
Objective To understand the status quo of human resources in TB control institutions in Hunan Province, cities and counties. Methods The self-made questionnaire of human resources was used to investigate the status of prevention and treatment of human resources at all levels in the province. Results There were (4.6 ± 1.3) and (5.6 ± 1.5) persons at the municipal and county levels in Hunan province, respectively. In terms of working life, 2 years and below accounted for 21.7% of the total number of people at the county level and county level. Highly educated, high degree and a low proportion of professional titles, bachelor degree or above accounted for 13.4%, bachelor degree or above accounted for 7.8%, with senior titles accounted for 3.4%. 66.7% hold a public health or clinical practice license. Judging from all kinds of jobs, the number of per capita jobs is 1.5, and there are many people who participate in outpatient doctors, project management, laboratories, radiology or imaging positions. Among the main positions, more than 3 times of per capita training are planned management, project management and monitoring training. Conclusions There are not enough human resources in TB control institutions at all levels in Hunan Province, and the quality is not high. Therefore, it is necessary to increase the financial input for the prevention and treatment work, stabilize and strengthen the team of prevention and control personnel, and increase training so as to improve the quality of people who are involved in prevention and treatment of boarders.
