随着城市化发展进程加快,土地紧张、能源浪费、交通拥堵、安全防灾等一系列问题,成为制约城市可持续发展的瓶颈。如何突破?杭州市近期出台了《杭州市区地下空间建设用地管理和土地登记暂行规定》,对市区国有土地范围内地下空间建设用地审批、出让方式、规划参数确定和登记发证等均作出详细规定,为今后推进地下空间开发建设奠定了基础。有人说,19世纪是桥的世纪,20世纪是高层建筑的世纪,21世纪则是开发利用地下空间的世纪。根据中国城市化发展趋势的预测,到2010年我国城市化水平将达到45%左右,相应的城市人口将达到6.3亿人。承载这样的发展速度,容纳如此庞大的人口,走地上、地下空间综合开发之路,实现集约高效利用土地,是符合实际的选择,也是必然的选择。

According to the forecast of China’s urbanization trend, by 2010 China’s urbanization level will reach about 45%, and the corresponding urban population will reach 630 million. Carrying such a speed of development, accommodating such a huge population, taking the road of comprehensive development on the ground and underground space, and realizing the intensive and efficient use of land are realistic choices and inevitable choices.
