青岛国有经济拥有海尔、海信、青啤、双星、澳柯玛等闻名全国的国有企业、驰名品牌,但正像国有经济的突出一样,青岛在民营经济方面与温州的差距,同样突出。2003年年底,个体工商户达20余万个,民营企业5万余户,全年实现增加值521亿元,占经济总量的29%。同期,温州个体工商户20余万个,民营企业5万余户,个体私营经济达976亿元,占经济总量80%以上。从统计数字看,青岛虽然与温州民营企业数量相当,但在经营层次、规模、品牌效益等方面差距明显。在经营层次上,青岛从事劳务性质的摊点零售和餐饮服务的占到66%,而温州只有25%左右。温州民企中从事商业批发、房地产、教育科研开发的比例,均高于青岛。青岛民营经济在层次上,尚处于起步阶段。在经营规模上,温州民营企业资金之巨,同样让青岛惭愧。青岛注册资金超过1亿元的民企13户,在中国民营经济500强中一席未有,而且许多民营企业在几年以前还是乡镇企业;而温州注册资本过亿的超过千家,在2002年中国民营经济500强中就有30多家名列其中。当温州成批量地产生像滕增寿、南存辉、王均瑶、郑元忠等身价过亿的企业家时,青岛的民营企业家群体却显出与青岛经济总量不相匹配的集体沉默。在知名品牌效益上,青岛民营企业已有的几个品牌,如红领集团、金王集团等,仅限于青岛地区甚至青岛部 Qingdao's state-owned economy owns well-known state-owned enterprises and well-known brands such as Haier, Hisense, Tsingtao, Double Star and Aucma.
