In the United States, preschool education for children of federal employees is highly valued. Under statutory authority, the Federal General Administration established more than 110 federal “Kindergarden” kindergartens across the United States, receiving more than 8,000 children. The federal government to set up child care centers in large scale is mainly based on four reasons: First, the state focuses on the enlightenment education of future talents. Second, the employment rate of women has risen and child care has been transformed from family responsibilities to social responsibility. Thirdly, a large number of federal employees born during the “Baby Boomers” retire in large numbers. It is an important means for the government to recruit young talents to compete with the private sector and provide childcare services. Fourth, the government retains the best people by providing excellent logistic support to reduce the financial expenditure on training new employees and maintain high administrative efficiency.
