目的对灾后雅安全市疾病预防控制机构人力资源进行调查与分析,掌握现有人员数量、人员结构、人员素质,为制定全市疾控机构人力资源发展计划和长期规划提供科学依据。方法设计调查表对雅安全市疾病预防控制机构工作人员进行普查,结合疾病预防控制基本信息系统收集数据与资料、座谈会、部分深入访谈。结果从雅安市县两级疾控体系总体看,全市疾病预防控制人员编制402人,在编在岗人员319人,其中专业技术人员278人,占87.15%;管理人员14人,占4.39%;工勤人员27人,占8.46%。市疾控中心处于年轻化阶段,25岁以下占27.69%;县级疾控机构“年轻化”与“老龄化”同时并存,出现严重断层。市疾控中心主要以大学本科为主,占总人数50.77%,县级疾控中心主要以大专和中专为主,分别占56.30%和31.89%,本科以上学历仅占7.87%。全市疾控机构人员职称比例为1︰3.7︰5.3,初级职称为主,占53%。特别市疾控中心初级职称占总人数59%,职称普遍偏低。人员素质有待于提高。结论进一步增加雅安市疾控人员总量;优化人员结构提高人员素质;改善岗位配置;适当提高疾控人员待遇。
Objective To investigate and analyze the human resources of disease prevention and control institutions in Ya’an City after the disaster and to master the current staffing, personnel structure and personnel quality so as to provide a scientific basis for formulating the human resources development plan and long-term planning of the CDC in the city. Methods Design Questionnaire To conduct a general survey of the staff of the disease prevention and control institutions in Ya’an and collect data and materials, symposiums and some in-depth interviews with basic information system of disease prevention and control. Results From the two levels of disease control and control system in Ya’an County, 402 people were enrolled in the prevention and control of disease in the city, 319 were in-service staff, including 278 professional and technical personnel, accounting for 87.15%; 14 managers, accounting for 4.39%; Staff 27 people, accounting for 8.46%. Municipal CDC is in the younger stage, accounting for 27.69% under the age of 25; county CDC “younger” and “aging ” co-exist at the same time, a serious fault. Municipal CDC mainly undergraduate, accounting for 50.77% of the total number of county-level centers for disease control mainly dominated by college and secondary, accounting for 56.30% and 31.89% respectively, bachelor degree or above accounted for only 7.87%. The city CDC personnel titles ratio of 1: 3.7: 5.3, junior titles, accounting for 53%. Special City CDC junior titles accounted for 59% of the total number of titles generally low. The quality of personnel needs to be improved. Conclusions The total amount of disease control personnel in Ya’an City is further increased; the personnel structure is optimized; the quality of personnel is improved; the position allocation is improved; and the treatment of disease control personnel is appropriately increased.
