专家评估与公众认知在食品安全风险治理中均具有重要作用。专家自身具有的局限性可能会导致食品安全风险评估结果失真。公众主体的复杂性及其认知的非专业性会对食品安全风险治理产生负面效果。因此,应从形式合理性和实质合理性入手协调专家评估与公众认知之间的关系,通过公众参与克服专家评估的部分局限性,通过专家理性引导社会公众对食品安全风险治理的正确认知。
Expert evaluation and public awareness play an important role in food safety risk management. The limitations of the experts themselves may distort the results of the food safety risk assessment. The complexity of the public body and its non-professional cognition can have a negative effect on food safety risk management. Therefore, the relationship between expert evaluation and public cognition should be coordinated through formal rationality and substantive rationality. Some limitations of expert evaluation should be overcome through public participation and the public’s rational cognition of food safety risk governance should be guided by expert rationality.
