南京市科委委托南京市建材局于1983年12日23～24日在宁召开了《外加剂对硬石膏矿渣硅酸盐水泥异常凝结影响的研究》技术鉴定会。到会的有36个单位的有关专家和技术人员50余人。南京水利科学研究院混凝土外加剂专题组的吴绍章、胡玉初、费玉琴等对该项研究作了详细的介绍。技术鉴定会认为,该项研究为南京及华东地区水泥生产就地取材,即利用全部或部份硬石膏代替二水石膏生产水泥,提供了科学依据,使水泥生产收到比较明显的经济效益。对施工中某些减水剂在掺硬石膏水泥中
