真正的学分制教学体制和国内目前实行的学时制或所谓的“学分制”教学体制具有本质的不同。两种教学体制对音乐学院的体制结构、组织结构和管理结构等方面的功能和职能有着完全不同的要求。教学体制中的各系统所承担的任务和职能也完全不同。这些系统包括:教学计划系统、教学管理系统、课程建设系统、师资建设系统、教学实践系统、学科建设系统、教学财务系统和教学行政管理系统。建立学分制教育体制,将对目前国内音乐学院在教学理念和教学环境,包括人事制度和学院管理体制结构带来极大地冲击。
