经济发展战略研究,是为经济发展战略决策提供科学依据,解决经济发展中带有全局性、根本性、长期性问题的对策。近几年来,全国各地区先后开展了经济发展战略研究,这对各地区经济的长期发展必将起到积极的指导性作用。但是,由于经济发展战略的研究和制订工作开展的时间短,许多问题还缺乏实践的基础和系统的战略理论指导。如对于经济发展战略研究中最首要和最关键性问题——经济发展战略目标的选择和确立就缺乏较为系统的认识和掌握。这就不可避免地要影响整个经济发展战略研制工作的顺利进行和所提出整体战略的科学性。因此很值得我们抓紧深入研究。为此,笔者仅就这个问题谈几点个人认识。 经济发展战略目标,即是经济社会在一个较长时期内关于全局发展的奋斗目标,亦即预期达到的未来经济发展的总要求和总水平。根据经济社会发展战略的要求,作为经济发展战略目标,必须具备这样几个明显的特征:其一,要具有整体性。所谓整体性,就是指作为经济发展战略目标要描述出未来一定时期内经济社会发展的基本趋势,而不是个别的或某一方面的趋势;其二,阶段性。发展战略目标是较长时期的奋斗目标,要实现这一目标必须分步骤地完成,这样就会使战略目标呈现出阶段性来。因此,作为经济发展战略目标,不仅要正确描述出经济 The study of economic development strategy is a scientific basis for strategic decision-making of economic development and a solution to the problem of overall, fundamental and long-term problems in economic development.
