有效的西藏乡镇绩效评价体系,能够提高乡镇政府的行政效率。依据西藏所处的特殊区情,建立一个四纬度的平衡积分卡绩效评价体系,全方位的对西藏乡镇工作人员进行考核。客观的评价乡镇人员在处理乡镇事务的综合能力,为乡镇内部和上一级行政引导班子选拔提升人才提高有效的参考依据,督促乡镇人员为人民群众办实事的综合能力。
Effective Tibetan township performance evaluation system can improve the administrative efficiency of township government. Based on the special conditions in Tibet, a four-latitude balance scorecard performance appraisal system was set up to conduct an all-round assessment of Tibetan township staff. Objectively evaluate the comprehensive capability of township personnel in handling township affairs and provide effective reference bases for the selection and promotion of qualified personnel within the township and the administrative guidance team at the next higher level and urge the township and town personnel to comprehensively do the practical work for the masses of the people.
