以白云区为例,基于一致性并借鉴城市蔓延理论初步建立了测度规划调控城镇扩张有效性的指标体系。结果表明:研究区城镇用地合规率为88%,新增城镇用地主要位于规划区北部,集中度较低,南部开发已近饱和;城镇用地规划区仍有较大剩余空间,但实际规划控制指标无法满足剩余年限用地需求;规划区外城镇用地增速快于规划区内,违规用地开发以内部填充和外延拓展为主,在事实上起着提高城镇用地连接度的作用。文章还定性探讨了规划有效性的影响因素。
Taking Baiyun District as an example, an index system of measuring and controlling the effectiveness of urban expansion is initially set up based on the consistency and drawing on the theory of urban spread. The results showed that the compliance rate of urban land use in the study area was 88%, the newly increased urban land was mainly located in the northern part of the planning area, the concentration was low, and the development in the southern part was almost saturated. There was still much room left for the urban land use planning area, but the actual planning control Indicators can not meet the needs of remaining years of land use; outside the planned area of ?? urban land growth faster than the planning area, the development of non-compliant landfill with internal expansion and extension-based, in fact, plays a role in improving urban land connectivity. The article also qualitatively explores the influencing factors of planning effectiveness.
