华为在美国的竞争对手很多,但在长达58页的美国众议院常设特别情报委员会调查报告中,惟一出现的对手就是思科。此报告提到思科是因为“有证据显示,华为漠视美国公司和实体的知识产权”。至此,这份报告中所有关于“国家安全”、“华为身份”等指责终于落到了实处,华为被美国以安全名义拒之门外,还是因为多年前与思科的知识产权纠纷。据《华盛顿邮报》报道,该报从一名熟悉思科销售策略的人士手中,获得了2011年9月由思科发布的长达7页的陈述,以“华为与国家安全”为标题,用于劝诱客户远离华为。
Huawei has many competitors in the United States. However, the only opponent in the 58-page Standing Intelligence Unit report of the U.S. House of Representatives is Cisco. The report mentions Cisco because “there is evidence that Huawei ignores the intellectual property of U.S. companies and entities.” At this point, all the allegations about “national security” and “Huawei identity” in this report have finally come to an end. Huawei was denied security in the United States because of disputes over intellectual property rights with Cisco many years ago. According to The Washington Post, the newspaper received a seven-page statement from Cisco in September 2011 titled “Huawei and National Security,” from a person familiar with the Cisco sales strategy, Used to persuade customers away from Huawei.
