目前职业技能培训机制存在问题,由于政府全额补贴培训费用,并直接给付给培训机构,导致培训机构将主要精力用在拉生源上,培训内容与岗位实际要求脱节,无法满足劳动力市场的需求,大大降低了职业技能培训促进就业的效能。对此,笔者建议改变政府补贴的流程与对象、加强过程指导、完善准入与退出机制,以提高职业技能培训的实效,彰显促进就业的基本功能。
At present, the vocational skills training mechanism has some problems. As the government subsidizes the training costs in full and gives them directly to the training institutions, the training institutions mainly devote themselves to pulling students. The content of the training is out of step with the actual requirements of the jobs and can not meet the needs of the labor market. Greatly reducing the effectiveness of vocational skills training to promote employment. In this regard, I propose to change the process and objects of government subsidies, strengthen the process of guidance, improve access and exit mechanisms to enhance the effectiveness of vocational skills training, demonstrate the basic functions of employment promotion.
