先进制造业是国家安全、经济发展和国民福利的关键支撑领域,也是科技创新的主要载体。推进产学研进程,不断提升制造业的核心技术、关键知识产权和重要技术标准,正在成为新一轮地区与国家竞争的焦点所在。三螺旋理论视角下影响武汉市产学研结合的主要问题有:高新技术产业规模偏小、企业融资困难、研发与市场严重脱节、企业研发投入严重不足、科技中介体系不够健全等。通过产学研现状调研并进行综合分析,我们提出了基于三螺旋理论的武汉先进制造业产学研对策建议,具体包括制度创新、技术创新、政府管理创新和市场创新等若干方面。
Advanced manufacturing is a key support area for national security, economic development and national welfare as well as a major carrier of scientific and technological innovation. Promoting the process of industry, academia and research and constantly upgrading manufacturing core technologies, key intellectual property and important technical standards are becoming the focus of the new round of regional competition with the state. The main problems affecting the combination of production, study and research in Wuhan are as follows: the scale of high-tech industry is too small, the financing difficulty of enterprises, the serious disconnection between R & D and the market, the serious shortage of R & D investment and the inadequate science and technology intermediary system. Based on the current situation of industry, university and research, and comprehensive analysis, we propose some suggestions on production, education and research of advanced manufacturing industry in Wuhan based on triple helix theory, including several aspects such as system innovation, technological innovation, government management innovation and market innovation.
