政府在科技创新过程中发挥着重要作用,已得到学界和社会的普遍认同,但当前研究缺乏对相关研究文献的系统梳理和理论建构,难以为政府的实践行动提供有力支撑。采用文献计量和扎根理论分析法,对SCI和SSCI索引库在2000—2015年间发表的以科技创新中的政府角色为主题的533篇研究文献为样本,探讨了该研究主题的热点内容,进而描绘了研究主题的知识基础图谱,提炼了研究的演进趋势与演进特点。在此基础上,抽取96篇核心研究文献进行深入编码分析,从而构建政府角色的整合理论框架,具体包括政策企业家、政策设计者、资金支持者、网络搭建者、服务供给者、环境规制者六类角色,并对每一类角色的内涵进行了阐述。最后,在总结科技创新中的政府角色研究相关理论演化框架的同时,明确指出未来研究的4个方向。
The government plays an important role in the process of scientific and technological innovation. It has been universally accepted by academia and society. However, the current research lacks systematical combing and theoretical construction of relevant research documents and can hardly provide strong support for the government’s practical actions. Using bibliometrics and grounded theory analysis, 533 research papers on the role of government in science and technology published by SCI and SSCI index library during the period of 2000-2015 are taken as samples to discuss the hot topics of the research topic, The basic knowledge of the research theme of the map, refining the research evolution and evolution characteristics. Based on this, 96 core research documents are extracted for in-depth coding analysis to construct an integrated theoretical framework for government roles, including policy entrepreneurs, policy designers, financial supporters, network builders, service providers, environmental regulators Six types of roles, and the connotation of each type of role are described. Finally, while summarizing the theoretical evolutionary framework of the government role in science and technology innovation, we point out the four directions of future research.
