峰谷电价是在用电高峰期和低谷期实行差别价格的电价制度。实行峰谷电价是我国电价制度的一项重大改革,要求在用电高峰期提高电的价格,在低谷期则降低电价,而用电高峰期恰好是电力平均成本最低的时期,低谷期平均成本则最高。从表面上看,峰谷电价制度与劳动价格理论存在着矛盾,这就向我们提出了如何从理论上解释这一现象的问题。一、峰谷电价的福利经济学基础
