建筑节能服务公司(BEMCo)在实施基于合同能源管理机制的节能服务过程中,面临节能改造客户失信引起的收益风险,对客户进行正确选择是保证项目顺利进行的前提和基础。本文通过分析我国BEMCo在合同能源管理项目实施过程中存在的客户风险,结合建筑节能改造的特点,构建了以财务能力、节能成本、经营能力、履约能力和节能量的预测为主体的5个一级指标、14个二级指标,建立了节能改造客户风险评价指标体系。而后,针对客户风险评价指标体系中各指标间的相互影响关系以及评价对象难以精确界定的问题,结合网络层次分析法(ANP)和熵权的优点,建立了一种综合权重计算方法。最后,结合算例给出了BEMCo对客户风险等级进行评价的过程,为BEMCo选择节能改造客户提供了合理的科学量化的方法。
In the process of energy-saving service based on contract energy management mechanism, BEMCo is faced with the risk of revenue arising from the loss of credit of energy-saving customers. Proper selection of customers is the precondition and foundation for the smooth progress of the project. Based on the analysis of BEMCo’s customer risk in the implementation of contract energy management project in our country, combined with the characteristics of energy-saving retrofit in building, this paper builds a five- Level indicators, 14 second-level indicators, the establishment of energy-saving customer risk assessment index system. Then, in view of the mutual influence between the indexes in the customer risk evaluation index system and the difficulty in accurately defining the evaluation objects, a comprehensive weight calculation method is established by combining the advantages of Network Analytic Hierarchy Process (ANP) and entropy weight. Finally, BEMCo is given to evaluate the risk level of customers by combining the example, which provides a scientific and quantitative method for BEMCo to choose energy-saving transformation customers.
