2015年3月,第十二届全国人大第三次会议决定对《立法法》作出修改,地方立法权的城市扩充到282个设区的市,文章主要针对中等城市地方交通立法中涉及几个突出问题,进行分析和论述。第一个问题是随着城市的发展,城市机动车辆爆发式增长,市区原有的停车位设置已经不再适应经济社会的发展,必须对城市停车位的建设、规划、管理进行慎重而及时的立法,使之符合城市的发展需要;第二个问题是城市电动车的立法管理,据统计,城市出现的电动车,是造成中心城区交通拥挤的重要原因,城市交通管理部门对机动车管理严格,但是对于非机动车的管理却并不到位,究其原因,法律法规未能及时制定,交通管理部门无法可依是重要原因,所以有必要及时制定出对非机动车的管理法律法规。文章进行深入研究,分析数据、归纳总结,提出了一系列立法建议,内容切合城市交通管理的实际,理论联系实际,具有较强的借鉴意义。
