国防科工委发布的两个发动机通用规范对提高发动机研制质量的重要作用,已得到人们的普遍认同。目前一些人仍存在着对通用规范的不正确认识,只是我国航空发动机行业当前存在的实践经验不足、技术储备不足、试验设备不足、试制力量不足、技术基础不足等现象的部分反映。贯彻两个通用规范可使发动机研制少走弯路,走上科学化、规范化、制度化管理的轨道,有利于研制生产合同制的实施。为促进通用规范的贯彻,使之更加完善,建议:国家加大对发动机研制的投资强度;建立权威机构,对研制中出现的重大技术问题进行决策。
National Commission for Science and Technology released two common engine specifications to improve the quality of engine development has an important role, has been generally recognized. At present, some people still do not have a correct understanding of the common norms, but only partially reflect the current shortage of practical experience, lack of technical reserves, lack of test equipment, lack of trial power and lack of technical basis in China’s aero-engine industry. Carrying out two common norm can make the engine less detours, embark on a scientific, standardized and institutionalized track, is conducive to the development of production contract system implementation. In order to promote the implementation of common norms and make them more perfect, it is suggested that the state increase the investment intensity in engine development and establish an authoritative body to make decisions on major technical issues that arise during the development.
