南非学费制度引发了一场宪法大讨论。南非政府认为在压缩财政开支的前提下,收取学费是补充学校资金、防止公立教育崩溃的有效措施;而南非教育权规划委员会则认为学费制度不仅剥夺了公民的受教育权,而且违背了教育平等权,是违宪的。南非这种以学费为突破口从宪法的高度来探讨教育权和教育平等权的做法对认识与解决我国目前存在的教育难题具有较大的启迪意义。
South Africa’s tuition system triggered a constitutional debate.
