由于高阶文官所具有的知识、历练及影响力.使其在公部门运作上扮演举足轻重的角色。本研究探讨在高度不确定性及压力的危机情境下,影响高阶文官扮演倡议角色之因索。藉由领导风格及核心能力之架构.并透过深度访淡与问卷调查之方法.本研究分析了领导风格与核心能力对高阶文官在危机情境下积极主动参与危机之影响,此发现同时也为高阶文官培训的改革提供重要的学理基础。
Due to the knowledge, experience and influence of senior civil servants, it plays a crucial role in the operation of the public sector. This study examines the factors that influence the role of senior civil servants as advocates in crisis situations of high uncertainty and stress. Through the framework of leadership style and core competency, and through in-depth interview and questionnaire survey methods.This study analyzes the impact of leadership style and core competency on the active participation of senior civil servants in the crisis under the circumstances of the crisis, this finding also It provides an important academic basis for the reform of higher civil service training.
