我国装备制造业组织结构发展不合理的成因主要有:原有计划经济体制造成地区和部门条块分割;产业组织政策手段单一,行政手段和政府作用过度;体制改革中,地方政府投资能力增强,投资冲动膨胀;缺乏明确有力的产业发展规划,更缺乏有效贯彻执行这些规划的配套政策和手段;全国统一的市场体系还没有建立起来,地方保护主义严重;国有企业的改革还不彻底,国有企业尚未成为真正意义上的企业;长期的短缺经济的影响;体制转轨时期价格体系的不合理;产业退出壁垒过高;经济发展阶段的影响。
