民信局何以起源,又源于何时?近年颇有讨论。其源于明代永乐年间的旧说正遭到诸多质疑,这不仅是因现存实物没有早过清代道光年间的,且清末士人对民信局产生的认识,亦只言及嘉庆、道光、咸丰三朝,或可分为嘉道和道咸两说,盖由地区发展差异造成。若以此种认识,则相对于西方早在12世纪初就生成商办公共通信机构,晚出700年的中国民信局不免让人生出种种感叹。近年,两岸三地集邮家和邮史研究者在民信局领域步步深入,并引发了海内外多方关注。
Why did the Bureau of Civil Service originate and when did it come from? There are quite a few discussions in recent years. The old saying which originated from the Yongle period in the Ming Dynasty was being questioned not only because the existent objects did not pass through during the Daoguang period of the Qing Dynasty, but also from the scholars’ understanding of the Bureau of Civil Affairs in the late Qing dynasty. Only Jiaqing, Daoguang, Xianfeng Three dynasties, or can be divided into two Road and Kadoorie said that cover caused by differences in regional development. With this kind of understanding, compared with the West as early as the early 12th century, the establishment of commercial offices for public communications agencies, 700 years later, China’s Civil Affairs Bureau inevitably give birth to all sorts of sighs. In recent years, philatelists and postal history researchers in both sides of the Taiwan Strait have taken a step-by-step approach in the field of the Civil Credit Bureau and have drawn many concerns both at home and abroad.
