对于国有大型企业来说,申报国家或省市的科技计划项目相对容易。然而,在申报结束之后,由于项目管理者缺乏对申报项目的有效监管与验收制度,易造成“有人申报,无人验收”的尴尬局面。本文针对科技计划项目的申请、立项、实施、结题验收这几个阶段,对国有大型企业的项目管理方式提出加强预研阶段研究、实行项目负责人制度、强化结题时间这几个建议,使得项目可以真正按时间、按进度、按节点地高效完成。
For state-owned large enterprises, it is relatively easy to declare science and technology projects at the national, provincial and municipal levels. However, after the declaration is over, the lack of effective supervision and inspection system for project managers can easily lead to the embarrassment of “being declared and not being accepted”. In this paper, according to the stages of application, establishment, implementation and acceptance of the project of science and technology planning, this paper puts forward suggestions on how to strengthen the pre-research stage, implement the system of project leader and strengthen the time of closing project for the project management of state-owned large enterprises. Make the project can be really time, according to the progress, according to node efficient completion.
