“自虞、夏时,贡赋始备也”。被称为“王用”、“国用”、“邦计”的财政自产生之日起就与国之兴衰存亡以及政治、军事、经济、文化等息息相关。经济学家熊彼特曾对财政史有过如此的论述:“在有些历史时期,它们可以解释各种事件的一切主要特征。对大多数历史时期,它们都提供了这样强大的解释力……但是比因果关系更为重要的是财政史的征兆意义。一个民族的精神,以及它的文化水平、社会结构和政策预示的行动等……所有这些甚至更多的事情都是由财政史所书写。”~(①)正因为财政史对于历史有如此强大的解释力,许多学者投身于该领域的研究,从中去观察国家、国家的性质、国家的形式乃至国家的命运等
