自一九九○年各省市开展机关档案工作定级、升级活动以来,全国机关档案工作水平有了很大提高,档案信息的存贮水平和开发能力有了长足进步。但个别地方在定级、升级工作中存在着“三包”现象,即:第一,包分类立卷;第二,包检索工具的编制;第三,包编研材料的编写。产生这种现象的原因是多方面的,主要是由于本单位档案管理人员调动频繁,业务素质较差,且不能独立完成定级、升级任务,只好求助于档案管理部门,通过有偿服务的办法,遨请县、市档案局的业务指导人员协助其完成定级、升级任务。这样做虽保证了业务工作的质量和定级、升级的达标时间,但仍属于利在当今、弊在长远
Since 1990, when provinces and cities carried out the work of grading and upgrading archives of the government agencies, the archives work level of the state organs has greatly improved. The storage level and development capability of archival information have made great strides. However, there are some “three guarantees” phenomena in the grading and upgrading work of individual places, namely: first, the classification of the packages is organized; secondly, the preparation of the package search tools; and third, the compilation of the package research materials. There are many reasons for this phenomenon, mainly due to frequent transfer of file management staff, poor business quality, and can not be completed independently grade, upgrade tasks, had resorted to the file management department, through paid services approach, Ao County, City Archives of the business guidance staff to assist them in the completion of grading, upgrading tasks. Although this has ensured the quality and grading of business operations and the time required for upgrading, it still belongs to the benefit of the present and the disadvantages in the long run
