1982年我县实行行政经费预算包干办法,由于各级重视,方法对头,财务认真把关,群众密切配合,取得了明显的效果.下面就我们的具体实践谈几点体会.一、认真制定好行政支出计划是搞好包干的前提.我们机关由四办两委四局共十个单位构成.制定好行政支出计划,就是以这些单位为基本核算单位,把经费指标合理分配下去,作为包干检查的依据.怎样才能把计划制定好呢?我们认为首先要澄清认识,解决好思想上的问题.过去行政机关的经费处于“我们用,财政掏:用完了,又去要”的状况,对经费包干意义缺乏正确认识.为此我们采取由领导同志宣讲,组织有关人员讨论的方式,达到提高认识的目的.通过宣讲和讨论,基本上清扫
