学前教育是国民教育体系的初始阶段,其均衡发展是实现教育公平与社会公平、促进社会稳定和人才强国战略的基础。然而,目前我国学前教育发展面临着教育资源供给不足、教育资源配置结构性失衡等重重困境,这加剧了学前教育发展的非均衡性。遵循平等原则、补偿原则、整体原则进行教育政策设计,是我国学前教育走向均衡发展的有效途径。
Pre-school education is the initial stage of the national education system. Its balanced development is the basis for achieving education fairness and social fairness, promoting social stability and strengthening the nation by employing qualified personnel. However, at present, the development of preschool education in our country is faced with many difficulties such as insufficient supply of educational resources and structural imbalance of educational resources allocation, which aggravate the unbalanced development of preschool education. Follow the principle of equality, the principle of compensation, and the overall principle of education policy design, is an effective way for China’s pre-school education to strike a balanced development.
