党的十八届三中全会作出全面深化改革的《决定》,明确提出研究制定实施渐进式延迟退休年龄政策,这是政府适时调整现行劳动保障政策,尤其是我国社会保险制度改革的前奏曲。在我国经济发展新常态下,面对劳动关系和职工队伍的深刻变化,要深化劳动保障政策和社会公共政策研究,科学评估经济社会发展中的环境变量,合理确定延迟法定退休年龄的前置性条件,科学确定渐进式延迟法定退休年龄的实施节点,加大各级劳动行政管理和劳动保障监察执法,广泛征求社会民意,有效凝聚共识,完善顶层制度设计,不断提高劳动法规政策的科学性、系统性和前瞻性,努力使我国改革成果更多更公平地惠及人民群众,实现公共政策调整动机和实施效果的有机统一。
