新自由主义的因素并非内在于传播技术之中,但其价值观影响了广播电视产业的规制。传播技术、新自由主义的市场原则与全球化融合,导致全球媒体的出现。曾经属于非商业领域的电视,成为商业发展的对象并成为全球传媒体系的发展核心。欧美电视传播机制从国营垄断向市场模式转变,从经济层面上回应了八十年代以来在美国和英国掀起的新自由主义大潮。如何处理好市场逻辑与保护公众利益的社会责任、经济效益同社会公平之间的关系,成为广电产业规制的永恒的难点。
Neoliberal factors are not intrinsic to communication technology, but their values have an impact on the regulation of the radio and television industry. Communication technologies, neoliberal market principles and globalization converge, leading to the emergence of global media. Television that once belonged to the non-commercial sector became the object of commercial development and became the core of the development of the global media system. The television and television transmission mechanism in Europe and the United States changed from a state-owned monopoly to a market model and responded economically to the neo-liberal tide set off in the United States and Britain since the 1980s. How to deal with the market logic and the public interest to protect the social responsibility, economic benefits and the relationship between social equity has become the eternal difficulties of radio and television industry regulation.
