中东工业化滞后的原因除了缺乏西方工业国家所具备的4个条件,即市场制度的创新;法律和秩序的创新;政府政策逐渐由干预转向自由放任;对内通过圈地运动、对外通过殖民掠夺和对外贸易完成资本的原始积累外,主要是由于手工业与现代工业发展之间出现了断裂,二者难以相互扶持。此外,中东缺乏自觉发展工业文明的意识,以及发达的科学技术和先进生产力两个动力要素。罗斯托对经济“起飞”问题的界定没有考虑到大多数后发国家的特殊性,中东国家的工业化道路是在工业化启动与经济“起飞”之间出现断层。
