住房保障利国利民,建立系统全面的住房保障体系能为房地产业以及全社会的和谐发展保驾护航。今年1000万套保障房开工计划振奋人心,却令地方政府陷入了资金困境,进而成为保障房顺利推进的最大阻力。问题的主要症结在于,我国目前的体制内没有专项的预算内外的资金来源为住房保障提供支撑,故而建议进行一项基于现有体制格局的制度设计:一是发行住房保障建设债券筹措资金以解当下燃眉之急;二是利用土地出让收入建立中央和地方两个层面的住房保障专项基金,为住房保障建设和消费提供专项、连续、稳定、可持续的资金扶持,此乃保证住房保障长远发展的关键。
