6月15日起,吉林省向全国招聘首批3名政府雇员,最高年薪近20万。相对于政府公务员来讲,“政府雇员”是个新词;而作为一项行政决策的政府雇员制度,无疑是吉林省政府为履行行政职能,就面临要解决的问题,切合实际选择并执行的一种特殊的政府行为,因而其社会影响非比寻常。作为一种制度,吉林省的做法首开全国先河。据报道,政府雇员是吉林省政府根据全局性工作的特殊需要,从社会上雇佣的为政府工作的法律、金融、经贸、信息和高新技术等方面的专门人才。其实,这5个方面的人才正是我国加入 WTO 一年多来,全国各层级的政府所急需的人才。只不过,吉林省试图通过政府雇员制度来解决这一问题,于各省(区、市)中抢了个先。
Since June 15, Jilin Province has recruited the first batch of 3 government employees across the country with the highest annual salary of nearly 200,000. Relative to government officials, “government employees” is a new term; and as an administrative decision-making system of government employees, it is undoubtedly that Jilin Provincial Government faces the problems to be solved in order to fulfill its administrative functions and is in line with the actual choice and implementation A special kind of government behavior, so its social impact is extraordinary. As a system, the practice of Jilin Province first set a precedent for the whole country. It is reported that government employees are specialists in the fields of law, finance, economy and trade, information and high technology employed by the government of Jilin Province as hired by the government according to the special needs of the overall work of Jilin Province. As a matter of fact, the talents in these five areas are exactly what we need urgently by the government at all levels across the country in more than a year after China’s accession to the WTO. However, Jilin Province tried to solve this problem through the system of government employees and took the lead among provinces (autonomous regions and municipalities).
