近年来,根据中央和湖北省委、省政府关于推进事业单位人事制度改革的总体要求,十堰市积极建立充满生机与活力的用人机制。自2000年以来,十堰市在推进政事分开、整合机构、优化资源、推行聘用制、改革分配制度、实行岗位设置、推进乡镇综合配套改革等多个方面做出了积极的探索和创新,并先后深入县市区和市直单位对全市事业单位现状及改革总体情况进行了深入细致的调查研究,摸清了事业单位改革中存在的问题和遇到的困难,掌握了事业单位对改革的期盼和意愿。
