为邮电通信提供法律保障邮电立法是国家立法工作中的一部分,其目的就是要把邮电事业在国家社会生活中所处的地位,及其为社会服务所应具有的权利、义务和社会条件,用法律、法规的形式确定下来,取得有普遍约束的效力,以便巩固、发展和壮大自己,为社会提供更好的服务。多年来,由于法律意识淡薄,不注意立法工作,以致邮电业在社会上的地位比较低,应当得到的国家支持和社会保障等条件而不能充分得到。毛泽东主席、周恩来总理等领导同志多次对邮电作过重要指示,但是却没有把这些重要指示通过立法的形式使之变成发展邮电事业的物质条件。在1979年以前,邮电的法规规章大多是具体业务的规章制度,或就某件具体事情
Providing legal guarantee for postal and telecommunications The postal and telecommunications legislation is part of the state’s legislative work. The purpose of the postal and telecommunications legislation is to set the status of the postal and telecommunications enterprise in the social life of the country as well as the rights, obligations and social conditions it should have for social services. Laws and regulations in the form of determination, made generally binding effect, in order to consolidate, develop and strengthen themselves, to provide better services to society. Over the years, due to the weak legal awareness and lack of attention to the legislative work, the status of the postal and telecommunications industry in the society is relatively low and conditions such as state support and social security deserved to be obtained can not be fully obtained. The leading comrades Chairman Mao Zedong and Premier Zhou Enlai made several important instructions on the post and telecommunications but did not make these important directives a material condition for the development of the post and telecommunications business in the form of legislation.
