"三农"问题一直是国家和社会关注的重点,尤其是农民的增收减负问题,一直是公共政策的重点.很多农民增收的相关政策在制定之初是科学、合理的,但在执行过程中却与预期目标存在着较大的差距.以黑龙江省为例,该省出台的农民增收相关政策可分为三类:一是加强政府投入、减轻农民负担的;二是拓宽收入来源、保障农民利益的;三是优化产业结构调整、加强农业技术推广应用的.农民增收相关政策在执行中存在的问题包括:执行环境不完善,政策的延续性欠缺;信息传递不通畅,政策宣传力度不够;政策执行主体素质低,政策执行缺少监督机制;农民参与相关政策制定、实施的程度不够.促进农民增收相关政策有效执行,要努力做到严把政策制定关,强化政策执行的效果,完善政策执行的评价机制,加强对政策有效执行的监督.
