本文以福利服务中的使用者参与为研究主题,对马歇尔公民身份理论和消费者理论中有关服务使用者参与的观点进行了梳理,并在此基础上对当前福利服务中使用者参与情况进行分析。研究发现使用者参与尚存在诸多现实困境,包括对使用者的狭隘定义、对服务使用者社会处遇及服务介入政治意涵的忽略、非平权的对话空间以及“橡皮图章”式的参与。针对这种现状,研究提出:要以服务使用者为本,以赋权理念为指导,构建并完善服务机构中使用者参与渠道与平台;从优势视角出发促进案主自决;当然,最重要的是保持服务提供者的专业自省,尊重服务使用者并愿意倾听他们的意见表达。
In this paper, the author takes the participation of users in welfare service as the research topic, combs the viewpoint of Marshall’s citizenship theory and consumer theory on the participation of service users, and on this basis, analyzes the current participation of users in welfare services . The study finds that there are still many practical difficulties in user participation, including the narrow definition of users, the neglect of the political involvement of service users and services, the non-affirmative dialogue space and the “rubber stamp” participation . In view of this status quo, the study proposes: to be based on service users, to use the concept of empowerment as a guide, to build and improve user participation channels and platforms in service agencies, to promote case self-determination from the perspective of superiority, and of course, the most important Is to maintain the professional self-examination of service providers, respect service users and are willing to listen to their opinions and expressions.
