[目的]分析2012年上海市浦东新区卫生监督派出机构人力资源公平性情况,为优化卫生监督人力资源配置提供依据。[方法]对浦东新区10个卫生监督派出机构2012年人力资源配置现况进行调查,利用洛伦茨(Lorenz)曲线、基尼(Gini)系数分析人力资源配置公平程度。[结果]2012年浦东新区卫生监督派出机构人力资源总量按常住人口、工作量分布的Gini系数均在0.3以下,为最佳的平均状态;在地理分布上的Gini系数约为0.35,为正常状态。[结论]按要求配置卫生监督人力资源;派出机构人力资源配置需综合考虑服务人口、地域面积、管理相对人的情况;加强队伍建设,提高卫生监督服务能力和工作效率。
[Objective] To analyze the fairness of human resources dispatched by health supervision agencies in Pudong New Area in 2012 and provide the basis for optimizing the allocation of human resources in health supervision. [Methods] To investigate the current situation of human resource allocation in 10 health supervision agencies in Pudong New Area in 2012, and to analyze the fairness of human resources allocation by using Lorenz curve and Gini coefficient. [Results] The Gini coefficients of Pudong New Area Health Surveillance Agency dispatched by the resident population and workload distribution were both below 0.3 in 2012, and the Gini coefficient in geographical distribution was about 0.35, which was normal status. [Conclusion] The health supervision human resources should be configured according to the requirements. The distribution of human resources in the sending agencies needs to consider the service population, geographical area and the management of the relatives comprehensively. The team construction should be strengthened to improve the health supervision service capacity and work efficiency.
