目的识别、评价和预测乙二醇建设项目在生产过程中可能产生及存在的职业病危害因素的种类、危害程度及防护效果,论证该项目职业卫生的可行性。方法依据国家相关法规和标准,采用类比法、检查表法与工程分析法进行定性与定量评价。结果该项目可能产生的职业病危害因素有一氧化碳、氨、甲醇、乙二醇、硫化氢、氯化氢、氢氧化钠、氮氧化物、噪声、高温等。类比企业一氧化碳、氨甲醇、硫化氢、氯化氢、氢氧化钠等毒物检测浓度均符合国家职业接触限值;对17个接触噪声的工种进行了噪声等效声级测定,其中10个工种的作业工人接触的8 h等效声级超过职业接触限值的规定。该建设项目的选址与总体布局、拟采取的职业病防护措施设计符合国家卫生标准,个人使用的职业病防护用品配置、辅助用室的卫生设施配置、职业病防治专项经费概算等基本符合国家卫生标准。结论该建设项目属于职业病危害严重的建设项目,如能认真落实拟采取的各种职业病危害因素防护措施及本评价报告中所提出的补充控制措施,从职业卫生防护角度分析,该项目是可行的。
Objective To identify, evaluate and predict the types, degree of harm and protective effects of occupational hazards that may occur and exist in the production process of ethylene glycol construction projects and demonstrate the feasibility of occupational health in this project. Methods Based on the relevant national laws and regulations, the methods of analogy, checklist and engineering analysis were used for qualitative and quantitative evaluation. Results The possible occupational hazards of the project are carbon monoxide, ammonia, methanol, ethylene glycol, hydrogen sulfide, hydrogen chloride, sodium hydroxide, nitrogen oxides, noise, high temperature and so on. Analogous enterprises of carbon monoxide, ammonia methanol, hydrogen sulfide, hydrogen chloride, sodium hydroxide and other toxic concentrations are in line with national occupational exposure limits; noise exposure of 17 types of work were noise-equivalent sound level determination, of which 10 types of workers The 8 h equivalent sound level of exposure exceeds the occupational exposure limits. The site selection and overall layout of the construction project, the design of occupational disease prevention measures to be taken in line with the national health standards, the configuration of occupational disease protection articles for personal use, the configuration of sanitation facilities for auxiliary rooms, and the special budget estimates for occupational disease prevention and control are basically in line with the national health standards. Conclusion The construction project belongs to the construction projects with serious occupational hazards. If the protective measures for various occupational hazards to be taken and the supplementary control measures proposed in this evaluation report are conscientiously implemented, this project is feasible from the perspective of occupational health protection .
