地方政府主导型职业能力培养学校作为一个新型的法人系统,必须设计并建设好自己的法人治理结构,才能确定运营模式并在运营中持续健康发展,以良好解决毕业生职业能力低的问题。在科学的法人治理结构中,组织结构反映组织的事业范围和业务单元,影响人的行为,体现组织的部门化、职能化,使组织中人实现岗位定位并有归属感,各司其职,各尽其能,协调配合,良性运转。我们必须从引领新常态和供给侧结构性改革的高度来认真反思大中专毕业生的职业能力状况,通过职业能力培养学校的培育为地方提供有效人才供给。
