专武干部是抓基层工作的一线指挥员,各地在落实中办发[1999]24号文件以来,配齐配强了专武干部,解决了政治、经济上的待遇,极大地调动了专武干部的积极性。但也应该清醒地看到,有的专武干部素质不高、动力不足的问题仍然存在。要解决这些问题,笔者认为应在以下三个方面下功夫:一要防止和克服重用人轻育人,在提高的素质上下功夫。有的人武部只注重使用专武干部,而忽视对专武干部的培养,造成有的专武干部不熟悉本职业务。一要加强教育,提高思想政治素质。要加强对专武干部敬业精神教育,牢固树立起对武装工作高度负责的思想和争先创一流的
The armed forces cadres are the first-line commanders to grass-roots work.
