目前,一些地方还普遍存在着超职数配备、工作岗位与身份不符、干部交流不畅等现象。这些问题不解决,就会影响干部工作的激情,制约干部能力的发挥,影响干部自由成长,不利于推进地方经济社会健康发展。如何破解这一制约干部交流的瓶颈,调动干部干事创业的激情?我认为加大干部全方位交流不失为一种好办法。目前,全省各地除县处级以上层面的领导干部还在执行着交流的规定外,基层干部的交流基本上处于停滞不前的状态,究其原因不外乎两个方面:一是干部的交流本身是各地的敏感事、头痛事,一般很难使每个人完全满意,搞不好会影响领导的政绩,引发上访告状,所以,地方党委万般无奈不做这样的事;二是工作岗位好的不愿交流到
