电信行业的融合发展需要一个漫长的过程,但业务层的融合可以先于网络的融合,运营商的融合计费系统完全可以基于现有的基础网络和业务平台搭建起来。2007年,中国电信正式启动了在线计费系统(OCS)试点工程。2007年10月,经过6个多月复杂的工程实施,国内首个投入商业运营的省级在线计费系统——中国电信安徽公司(以下简称安徽电信) OCS成功上线,安徽电信50万小灵通、宽带、固网等预付费用户全部加载到OCS系统中,实现了语立、数据、短信、彩铃、增值等业务统—的计费控制。
