1 前言西拉木伦河(以下简称西河)下游(此指胡日哈水文站至台河口、麦新区间)有海日苏、台河口、苏家堡等大中型水利工程,控制灌溉面积百万余亩,是自治区四大商品粮基地之一;西河下游洪水频繁,防汛标准低,一向是自治区防汛工作的重点地区,对水文情报、特别是水文预报的要求很高。但是这一河段在洪水及水量平衡分析、计算等方面存在不少未知因素。为摸清情况.提高水文情报、预报的精度,使水文工作更好地为这一地区的水资源开发利用、防汛减灾和综合治理服务,在有关部门支持下,我们对西河下游各大水利枢纽、各水文站、翁、右两旗沿河有关苏木、乡镇、农、牧场,主要险工、险段、决口、排洪口、翁根河、哈通河洪水出、入口等,进行了为期半个多月的现场调查。调查人员冒着漫天风沙和日晒,行程近千公里,调查了41个站点,访问了82人。在盟、市、旗水利部门,各工程管理单位及有关苏木、农牧场领导和群众的大力支持、协助下,完成了预期调查任务。现将主要调查与分析成果及有关建议分述如下。

However, there are many unknowns in this section on flood and water balance analysis and calculation. In order to find out the situation, it is necessary to improve hydrological intelligence and prediction accuracy and make hydrological work better for the development and utilization of water resources, flood control and disaster reduction and comprehensive treatment in this area. With the support of the relevant departments, The hydrological stations, Weng and Youzhong flags were carried out on the banks of the Hemu, townships, farms, grazing areas, major dangerous workers, insurance sections, Bukou, flood discharge ports, Wengen River, More than half a month’s site survey. Investigators braved the sky and the sun, travel nearly a thousand kilometers, surveyed 41 sites, visited 82 people. With the support and assistance of leaders and masses in the alliance, city and flag water conservancy departments, various project management units, and leaders and masses of the hematoxylin, lignosulphate and ranch, the task of investigation was completed. Now the main survey and analysis of results and related recommendations are as follows.
