以战略性贸易政策为主要内容的“新贸易理论”承袭了李斯特学说的核心思想,比传统主流经济学更具现实解释力,但是该理论缺乏一个相应的工业化理论。实际上,战略性贸易政策的实施必须以一国内部的战略性产业发展作为基础,而战略性产业的发展有别于一般性产业发展,需要国家积极介入,将资源投入缺乏比较优势的部门。而国家推动战略性产业发展往往出于政治—军事目的,故战略工业的演化也不完全遵循市场逻辑。近代东亚装备工业的早期发展史证实存在着一种受国家意志支配的战略性工业化,而这种特殊的工业化类型是当前中国所必需的。国安会应高度重视产业安全,并积极推进战略性工业化。
The “New Trade Theory” which takes strategic trade policy as its main content inherits the core idea of Liszt’s theory and has more realistic explanatory power than the traditional mainstream economics. However, this theory lacks a corresponding theory of industrialization. In fact, the implementation of strategic trade policy must be based on the development of a strategic industry within a country. The development of a strategic industry is different from the development of a general industry and requires the state to actively intervene to devote resources to sectors that lack comparative advantages. While the state promotes the development of strategic industries often out of political-military purposes, the evolution of strategic industries does not follow market logic completely. The early history of the modern East Asian equipment industry proved that there was a strategic industrialization dominated by the will of the state. This particular type of industrialization is now necessary for China. The Security Council should attach great importance to industrial safety and actively promote strategic industrialization.
