随着人们安全意识的增强,对事故的预警及预防机制也不断提升。在石油领域,对于应急预案体系的完善及建设工作也越来越重要。公司以及下属企业为了防范于未然,在做好风险分析的前提下,相继完善了应急预案体系。并本着“横向到边、纵向到底”的原则,为各类突发事件的处理及预防起到了积极作用。本文以大量文献资料为基础,分析了应急预案的数字化应用技术,并对其研究现状进行了探讨,以便提升应急预案的使用效果。第一,对应急预案的概念进行了论述,并对其在国内的技术研究现状进行了分析。第二,针对应急预案系统进行需求分析,并站在系统功能设计、部署设计以业务流程设计的基础上对数字化系统的需求情况进行了研究。第三,本着国内石油应急系统的建设情况,对其建设的步骤及实施情况进行了论述。
As people’s safety awareness increases, the mechanism for early warning and prevention of accidents also continues to improve. In the petroleum field, it is more and more important for the improvement and construction of contingency plans. In order to guard against the accident, the company and its subordinate enterprises have improved the emergency plan system in succession under the precondition of doing risk analysis. And in line with “horizontal to the edge, vertical to the end ” principle, for all kinds of emergency handling and prevention has played a positive role. Based on a large amount of literature, this paper analyzes the digital application technology of contingency plans, and discusses the research status so as to improve the using effect of contingency plans. First, the concept of contingency plan is discussed, and the status quo of technical research in China is analyzed. Secondly, the demand analysis of emergency plan system is carried out, and the demand of digital system is studied on the basis of system function design, deployment design and business process design. Thirdly, based on the construction of the domestic petroleum emergency system, the construction steps and implementation of the system are discussed.
