本文以盐铁政策为切入点,从盐铁等官营事业的目的、效果、必要性等方面进行讨论。在由于开疆拓土、战事频繁,赈灾等行为导致财政困难的背景下,以盐铁为代表的官营政策是一种应之举。虽然当此政策发挥效益时产生财政困难的因素已经消失,但是缘于政府的经济人扩张冲动,财政支出继续扩大,官营政策也深入推行,并逐步沦为政府敛财,权家谋利的工具。 In this paper, salt and iron policy as the starting point, from salt iron and other government-run business objectives, effects, necessity and other aspects of the discussion.
